
This report reinforces the monitoring of the Social Pillar, notably via thematic boxes covering key challenges in the three areas of equal opportunities and access to the labour market, fair working conditions and social protection and inclusion.

It will also contribute to the achievement of the Sustainable Development Goals.

Its implementation will strengthen the Union’s drive towards a green, digital and fair transition and contribute to achieving upward social and economic convergence, addressing the demographic challenges. The 2022 edition of the JER has a stronger focus on the implementation of the European Pillar of Social Rights, in line with the Action Plan of March 2021 and the commitments of the EU Leaders in the 8 May Porto Declaration. The Commission’s proposal for the report is part of the European Semester Autumn pack-age following exchanges between the Commission and its preparatory bodies the final text will be adopted by the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council. It also identifies related priority areas for policy action.

It provides an annual overview of key employment and social developments in the European Union, and of Member States’ recent policy measures, in line with the Guidelines for the Employment Policies of the Member States. The Joint Employment Report (JER) by the European Commission and the Council monitors, on a yearly basis, and in line with Article 148 of the TFEU, the employment situation in the Union and the implementation of the Employment Guide-lines.
